Do RNG-heavy mechanics create better "stories" than balanced ones?

I've been thinking about how modern RPGs handle chaos. A lot of games try to be perfectly balanced, but don't you feel like the most memorable moments happen when the system just completely breaks? Like when a random AI interaction or a weird physics glitch creates a situation the developers never intended. Is "balanced" actually kind of boring for the player? I’d love to hear what you guys think about games that let the systems run wild vs. games that keep everything on rails. Which one makes for a better community experience when everyone is sharing their clips?
